The Transportation Security Administration (TSA) has issued an interim rule requiring licensed NAFTA partner drivers who transport Hazmat, including explosives, to undergo a background check under the Bureau of Customs and Border Protection’s (CBP) FAST program. The ruling is called the Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy for Users (SAFETEALU).

Hazmat Threat Assessment Program required commercial truck drivers seeking to renew or transfer Hazmat endorsements on their state-issued licenses to go through security threat assessments conducted by the Agency. It has now determined that the CBP FAST card will satisfy SAFETEALU requirements for commercial vehicle operators registered for operations in Canada or Mexico.

Stephen Sadler, Director of Maritime and Surface Credentialing for TSA, says, “Use of the FAST card for drivers registered in Mexico or Canada brings consistency to the current rules so that the required background checks are conducted on all individuals who transport hazardous materials in the U.S.”
